Each region has its own GO; however, all must answer on some level to 3C and the relevant order systems.
Only Terrain Two, also known as The Narsh does not operate under the 3Cs governing.

Finacial Cap
Everyone under the 3C governing system has a cap on wealth at 1 million LIG for all citizens.
This is still a substantial amount to achieve a particular affluent lifestyle. Still, it prevents anyone from becoming so wealthy that they can live an extravagant lifestyle above their fellow Dokka.
This also includes business and industry, aiming to share wealth more evenly and reduce high profit margins, as there is little benefit to maintaining them.
If a business becomes economically successful, the excess funds are allocated to the 3C financial stores. If the financial gain reaches a certain threshold, the industry can relocate to Aneston, and the operators are invited to become part of the High Order.
Some Dokka do aim to do this as they want to become part of that system.

Honor Code
The 3C are not exceptionally strict; they instead work with a code of honor and expect the Dokka to comply with this.
Honor is dedicated to upholding respect, fairness, and kindness towards all. If two honor-based perspectives become unmanageable or unclear, then Orders are allowed to step in.
If the differences are so significant and can't be clearly defined, then the Dokka/s will go to the High 100 in Aneston, where the 3C elite will determine the outcome.
This is a face-to-face conversation between the parties involved and any two aids who can help define the situation, in front of 100 highly esteemed Dokka known as The High 100.
They all have different types of intelligence, and they will vote. Only 99 will vote, as the other is the speaker.
Only the high 100 can exile a Dokka to the Never'Xen, and if an issue is bad enough to be seen by them, there is a possibility of that happening.
3C - HIGH 100
Population Management
3C has many factors to manage and maintain a peaceful and safe environment for its inhabitants, including all the world's flora and fauna.
Due to the history and destruction of the home planet, it is a poignant lesson to learn that overpopulated planets cause numerous difficulties within society.
Resources that are stretched too thin create a problematic civilization, with conflicts occurring more frequently and starvation being a primary issue.
Due to the aforementioned factors, it has been calculated that Xen'Carcer does not want to exceed 2 billion inhabitants, so they have established a danger zone at 1.5 billion and above; over 2 billion will require extreme measures.
Now the danger zone is just being reached. This enables a new method of population management to stay under the maximum limit. This world is smaller than their original home terrain and has mostly uninhabitable landmasses with a hyper-ocean that spans over half its area.

Fair Trades & Treatments
There are multiple ways to trade due to the financial cap. It can be done either with an economic incentive or a trade in goods and/or services.
If trading without currency is utilized, each individual should establish an agreement that can be created as a free digital document, which is easy and quick to set up.
The understanding is that no coercion or threat of blackmail has been made to come to this arrangement, and everything is fair.
This should still be done even at common and civil levels so that no party can go against the agreement; however, this is rarely implemented outside of commercial settings.
These codes can be and are sometimes bent to the unjust benefit of one or more individuals. If this is discovered, it not only breaks this Code but also the Honor Code, and the High 100 will decide on this matter. Giving a potential exile punishment if deemed irreparable dishonor.
Potential Exile
Killing Dokka or Fauna
This one could easily fit into the Honor Code; however, it's set out as a separate Code because killing in self-defense is seen as distinct from killing Dokka or Fauna.
Not only if you are voted by the High 100 for exile, but if you kill a fellow Dokka or animal intentionally for harm, you will have a level of harshness added to the exile.
The killing of animals requires a Regional Hunting Badge; only those who possess this for commercial food operations or specialized hunting purposes are permitted.
The killing of animals is seen as equally egregious and has the same penalty as murder. The reason it was coded as 'Killing Dokka' or 'Fauna' is to show culturally that they are the same.
Even small animals are protected and considered valuable, just like large animals, including megafauna.
The killing of animals is done in particular circumstances only for food, and the byproducts of the animals can be used for other beneficial purposes.
Exile
Educational Founding
3C will allow each Governing Order to teach its own principles and belief systems to its young; however, it's mandatory to have 50% of that education as fundamental Corell Core Centralization values, histories, and expectations as a citizen under its governance within 3C.
This is not meant to indoctrinate the Dokka in any way, as it only teaches truth and logic as far as they are aware.
3C also outlines the final testing of the education framework, specifically the Orientation Test.
In modern times, it's done in a digital format, as most of the education system is, and the final examination of what they have learnt will determine what roles they will play in society. This is not a cruel enforcement, but rather an opportunity to utilize each individual's skills to the best of their ability.
If the Orientation Test indicates that a Dokka would be a perfect medical professional, but the Dokka does not like this path, they are free to choose another.

Binar'Vi - Dual Dynamic
This Governing Order has cultural understanding that both mas and fem Dokka play an equally important yet often different role in society and family dynamics.
Mas have their attributes that are best utilized in particular areas, and females are carriers of life and nurture others, not just their young. Both their differences and their similarities are nurtured as fundamentally important, and without both, there would be no more life to experience.
In Binar'Vi's social and cultural environment, they are considered the happiest, with longer relationships and life expectancy, lower crime rates, and better productivity in certain industrial and intellectual enterprises.
As far as cultural superiors within Xen'Carcer are concerned, the equality society far outperforms the others in terms of positive outcomes and productivity.
However, there is a detrimental side to such equality; the population growth is much higher here compared to other regions.

Middle Tattol - Mas Dominant
Middle Tattol being a mas dominant region operates with fem Dokka as subservient. This does not mean fem Dokka are treated poorly, but rather mas Dokka take charge of their lands and believe they would not have been gifted this new world without the mas ancestor.
Due to the known histories mas Dokka controlled most of the previous world which is held up as the utopic foundation to everything that has come to pass.
Also its mas Dokka who do the most strenuous works such as mining, forging, security and construction which is deemed of the most value to growth and infrastructure.
Mas make decisions and codes in governing, family and they have different social norms.

Territory 2/ The Narsh - Solo State
The Narsh is the common name for Territory 2 on Xen'Carcer.
It is now being governed by the grandson of its founders, Kenna Renn, who has taken his grandfather's legacy and turned it into an economic wonderland for anyone who values wealth above all else.
The Narsh is free from the capped 3C orders of all other regions, but it is not permitted to utilize the technologies the 3C controls.
All residents of this region are allowed to travel freely, but they use archaic modes of transportation like ships to get on any 3C governed lands.
They can then use 3C transportation, however this is discouraged by the state as its extremely expensive for them and wealth gets put into the Corell Core Centralization.

Exiles / Never'Xen - Orderless Region
The Never'Xen is at the base of this tidally locked world.
This area, including Boom, is considered an exile region.
Once you have been given this exile, there is no way to return to the governed lands.
Dokka who face this trial are usually breaking codes to honorable despair, meaning the highest level of dishonor.
This is considered a death sentence; however, nobody is killed but placed into different areas of the Never'Xen. The worse the honor, the further the Dokka is placed with nothing, including clothing.
Very cool temperatures, dangerous terrain, few nutrients, and food sources are just some of the punishments to receive.
It's a place feared by most and seems to keep heavy code breaking quite minimal.
Unbelievably, there is a small settlement named Bad'Nash in the closest region to Base'Lock, which is heavily guarded by the 3Cs Order.

The Wild Hazmeg
The Hazmeg are actually Dokkas who have become addicted to a rare type of mushroom called FOMM.
In small doses, FOMM can be safe; it is actually amazing to heighten any mood and deep psychological awareness, but the euphoria felt is very addictive to certain Dokka, and without trying it, you would never know how much hold it can have.
The draw to FOMM is so strong that even with the negative effects from long-term usage, it will in no way put the Dokka off.
The long-term effects are so scary that it puts most off ever trying it at all. It's now the only mushroom that is against 3C codes everywhere. The mushroom can still be found in the wild, and some do cultivate it in secret.
After a few usages back-to-back the chemicals in FOMM will actually start to change the Dokkas DNA. In time, with more use, it will shift brain function, skin cells, and the ability to coordinate; typically, these abilities will never return, and even without more FOMM, the DNA's fate is sealed. This does not happen immediately, but over time, the transformation is inevitable with no way back.
In essence, the affected Dokka will become monstrous, then start to eat anything, and living food becomes the favorite, including other Hazmeg, but that is only a last resort. The second adverse effect is that the body becomes very skeletal, but the muscles become leaner and stronger.
Lastly, taking FOMM extends lifespan. As a Dokka can live to 50 Xan in good health, the Hazmeg could live 100 or more, even in a poor state. This effect can give some uneducated Dokka the idea that FOMM will extend their lives, and Dokka have been known to take it for that purpose.
This transition to Hazmeg is a huge danger to society, and they are the only Dokka (if you can call them that) that are executed on site, if at all possible.
The odd thing is that the understanding and cognition of the Hazmeg for a time is still somewhat functioning, so they know to escape civilization if they can and will continue life athat way from Dokkas so they can stay alive.
Hence why they are Wild, some Dokka do fear the wilderness because the Hazmeg could be lurking about in stealth.
If you see a Hazmeg, it is advised that a Dokka runs. Luckily, they are strong and fast, but have low stamina; however, if you are caught, it's likely game over, even with weapons.
Very few Hazmeg have ever been killed or wounded by civilians.

(mostly on Boom)
Boom has a high density of Hazmeg due to exiles who transitioned got across the shallows for food sources and to find FOMM.
After more than a few found Boom they started to breed, and the DNA carried down to a first full generation. These are called Hazmega and are only located on Boom. Due to their low stamina they only reside on Boom.
The Dokka at Bad'Nash have kill a few if they pass the shallow waters to their settlement, but this is somewhat rare and there are some defenses.

3C's Order are highly elite with impenetrable armors and metal like helmets that seem to sculpt around their heads almost impossibly, a technology that is only known to the 3C governing heads and their scientists, as are many of the core technologies.
The faces of the 3C Order are always emotionless and restrained as their training is so advanced to the other orders, they never show any signs of fear, stress or anything.
The other Orders in each region are pretty similar with functional armored clothing with full black helms that cover the faces to keep identities hidden when they are at work, there is also communication and visual equipment within that they can only see and hear.
If you work for an Order, it is not widely discussed though it does happen with some Dokka.
